Ashtead Neighbourhood Development Plan
The Ashtead Neighbourhood Forum has prepared a Neighbourhood Development Plan (NDP) for the Ashtead Neighbourhood Area. The NDP contains policies about housing, economy, environment and infrastructure issues.

The NDP was "made" on 23 May 2017 at the Annual Council meeting of Mole Valley District Council. It forms part of the Development Plan for Mole Valley and its policies will be used when considering planning applications submitted in the Ashtead Neighbourhood Area. An adoption statement is available to download (see 'Downloads') setting out MVDC's decision and the reasons for making that decision as required under Regulation 19 of the Neighbourhood Planning (General) Regulations 2012.
The Ashtead Neighbourhood Area covers the three District Council Wards of Ashtead Common, Ashtead Park and Ashtead Village. A map of its boundaries is included in the NDP and is also available to download (see 'Downloads').
A referendum on the Ashtead NDP was held within the Ashtead Neighbourhood Area on 4 May 2017. In response to the question "Do you want Mole Valley District Council to use the Neighbourhood Plan for Ashtead to help it decide planning applications in the neighbourhood area?", 92% of those voting voted "yes".
The Ashtead NDP builds on existing planning policies in Mole Valley and addresses issues of particular concern in Ashtead. The NDP does not propose any alterations to the Green Belt.
The draft NDP was submitted to MVDC in April 2016. It was published between 24 June and 5 August 2016 and representations were invited, as required under Regulation 16 of The Neighbourhood Planning (General) Regulations 2012 and the Localism Act 2011.

The Independent Examination was conducted by Andrew Ashcroft and his report was received on 2 November 2016. The report concludes that the Ashtead NDP meets the basic conditions for the preparation of a neighbourhood plan subject to a series of recommended modifications. Subject to the incorporation of those modifications, the report recommends that the Ashtead NDP should proceed to a referendum.
MVDC considered each of the examiner's recommendations report at the Council meeting on 6 December 2016. The Council agreed to accept the examiner's recommendations and to make modifications to the draft NDP in accordance with the examiner's report (with some minor and non-material amendments to wording for clarity).
MVDC is satisfied that the NDP meets the basic conditions, is compatible with the Convention on Human Rights and other EU obligations and complies with the relevant Regulations, including with respect to the definition of a Neighbourhood Development Plan and the provisions that can be made by a Neighbourhood Development Plan. The final NDP is available to download, along with the Examiner's Report and a Schedule of Modifications, which summarises the changes that have been made.
